Education and career Joseph graduated from State University of New York College at Cortland with a B.S. in Physics. He earned a Ph.D. in physics from the University at Albany in 1997 with an atmospheric science emphasis. He worked as a postdoctoral research associate at the University at Albany's Atmospheric Sciences Research Center .
