His weekly "War Stories" column for Slate magazine covers international relations and U.S. foreign policy. Biography Kaplan was born in Hutchinson, Kansas, to Julius E. and Ruth Kaplan. He received a bachelor's degree from Oberlin College and a Master of Science and Ph.D. in political science from the Massachusetts Institute of Technology. From 1978 to 1980, he was a foreign and defense policy adviser to U.S. Congressman Les Aspin .
