Why Is Henry Payne Influential?

According to Wikipedia, Henry Payne FRAeS M.Inst.C.E. was dean of the Faculty of Mechanical Engineering at the University of Melbourne. He was also the first occupant of the Corporation Chair of Engineering, South African College, Cape Town where he designed and equipped the Civil and Mechanical Engineering Departments. Payne's entry in the Dictionary of National Biography describes him as 'Dignified in manner and precise in speech, he was respected as a man of principle'.
