Jenkins was born 23 September 1923 in Toronto, Ontario and grew up in what is now known as Davisville Village. His father, James Thomas Jenkins, was the head the mathematics department of Jarvis Collegiate Institute. His mother, Maude Zuern, taught high school classics prior to her wedding. The Jenkins family spent their summers at the family farmstead in Sugar Valley, Pennsylvania.
