(Suggest an Edit or Addition)According to Wikipedia, James William Fesler was an American political scientist who was an expert in public administration and a professor at Yale University. Fesler was born in Duluth, Minnesota in 1911, completed his bachelor's degree at the University of Minnesota, and then completed a PhD in political science at Harvard University. He was a professor at the University of North Carolina at Chapel Hill from 1935 to 1951, and at Yale University from 1951 until his retirement in 1979.
