Why Is Joseph Hume Influential?

According to Wikipedia, Joseph Hume FRS was a Scottish surgeon and Radical MP. Early life He was born the son of a shipmaster James Hume in Montrose, Angus, who died shortly. He attended Montrose Academy, where he knew the older James Mill; and from 1790 was apprenticed to a local surgeon-apothecary, John Bale.
