Scott graduated from Oberlin College and received his J.D. degree in 1968 from William and Mary Law School where he was editor-in-chief of the William and Mary Law Review. Scott earned an S.J.D. from the University of Michigan Law School in 1973, after which he joined the law faculty at William & Mary.
