According to Wikipedia, Robert Leon Wilkins is a United States circuit judge of the United States Court of Appeals for the District of Columbia Circuit. Early life and education Wilkins was born in 1963 in Muncie, Indiana, where he was raised by a single mother. He studied chemical engineering at Rose–Hulman Institute of Technology and graduated cum laude with a Bachelor of Science degree in 1986. Wilkins then earned his Juris Doctor from Harvard Law School in 1989.
