(Suggest an Edit or Addition)According to Wikipedia, William Jennings Dyess was an American diplomat who served as Assistant Secretary of State for Public Affairs from 1980 to 1981 and as United States Ambassador to the Netherlands from 1982 to 1983. William J. Dyess was born in Troy, Alabama on August 1, 1929. He was educated at the University of Alabama, receiving a B.A. in 1950 and an M.A. in international relations in 1951. He then spent the 1951–52 academic year studying at the University of Oxford and 1952–53 at Syracuse University. In 1953, he was drafted and spent 1953 to 1956 serving in the United States Army. He returned to Syracuse University for 1956–57.
