On June 28, 1995, President Fernando Henrique Cardoso appointed him as Prosecutor General of the Republic, the head of the Brazilian Federal Prosecution Office. He was reappointed for three additional terms until his retirement from the office on June 28, 2003, at the end of fourth term.
